http://megaman.wikia.com/wiki/BassCanon Point: Just after leaving Wily to suffer the flu at the end of Megaman 10.
Setting: The world this series takes place in is a modern Earth, in the conveniently vague year of 20XX, with advanced technology. Which mostly means robots. Lots and lots of robots, built to do all sorts of tasks, and often with all sorts of physics-breaking abilities just because they can handwave everything with sufficiently advanced levels of science. Incredibly controlled flamethrowers and other elemental weapons? Science. Effortless energy-matter conversion? A science wizard did it. A robot who can control gravity? Totally science! AIs advanced enough to basically be human in personality? Yep, SCIENCE. You get the idea. There is pretty much no magic or other inexplicable powers known to man - perhaps the closest thing is Evil Energy, which was found in an alien robot that crashed to Earth, and which amplifies evil thoughts and urges in robots. It's mostly treated like a virus in energy form, however, which is not too far-fetched for this world. (Seriously, everything is energy. It's the catch-all explanation for power sources, fuel, abilities, etc. Why not a virus?)
Now, some of the leading roboticists of the time, Dr. Thomas Light and Dr. Albert Wily, are implied to have had a big hand in bringing the current tech to where it is. Once partners, their labs developed some of the most advanced robots of the time - particularly those exceptionally human-like robots I mentioned before. Some of the first, Rock and Roll, were built simply to be housekeeping/assistant robots, and several others were developed for various types of labor that are rather difficult and/or dangerous for humans.
...Except that Wily got rather jealous of Light getting all the attention, stole and reprogrammed those labor 'bots for combat, and tried to take over the world. Rock offered to have himself modified for combat, became Megaman, and managed to defeat the rogue robots and Wily - who eventually made his own robots and tried it again. And again. And again. And again...
Sometime before being soundly thrashed by Megaman for a sixth time, Wily took Megaman's design as a basis and built Forte - a robot whose sole purpose was to defeat Megaman once and for all. He also built Gospel (also known as Treble), a robot wolf support unit for Forte, meant to be a parallel to Megaman's robot dog, Rush. Regardless, Forte has not yet succeeded in his purpose - though certainly not for lack of trying. And so, the somewhat ridiculous cycle of this one bitter scientist continually trying to take over the world with robots and failing because another robot keeps beating up his creations marches on. And on. And on.
Personality: Forte is self-centered, rash, arrogant, short-tempered, and single-minded. His initial purpose - defeating Megaman - drives him to the point of obsession, and he cares about very little else. Proving that he is the strongest robot in existence, and especially stronger than Rock, is his ultimate goal and he won't let anyone get in his way - surprisingly, not even his own creator. Forte doesn't think much of Wily, or of any authority figure for that matter, and routinely ignores or disobeys him, only going along when it suits his interests. He also sees any and all fellow Wily bots as inferior hunks of junk and has a severe dislike of them - after all, they're obstacles in his path to - what else - defeating Megaman. He's even put down Wily's plans himself a few times, working towards the same goal as Megaman if not alongside him.
Despite all the barking and eagerness to bite, Forte isn't just a violent brute. He might not be the type to make friends easily, but then he was made with one - Gospel. Wherever Forte goes, the robotic wolf is never far behind, and they tend to work more as a team than even Megaman and Rush do. The dynamics and value of a partnership is far from lost on Forte as a result, and he will reliably put Gospel's well-being before his own. Though it doesn't happen the same in the game itself, the Forte-centric manga for Megaman 10 shows this especially well when he endures a virus and gives the cure to Gospel instead. It's likely he'd do the same for anyone he considered a true friend, though someone else getting to that point is likely to take a lot of time and effort due to Forte's dislike of relying on anyone else. (Although he still allows Wily to repair and upgrade him, he's wary even of that and mostly has no other options. Considering that Wily has tried to off and/or replace Forte a few times now, one can hardly blame him!)
It's also interesting to note that Forte has a degree of respect for humans - when asked why he's fighting for them during Rockman & Forte, he points out that humans built robots in the first place, implying that he thinks the villain's plan to wipe humans out and have robots rule is moronic. He certainly doesn't hesitate to show violence towards other mechanoids for... well, any reason ever, really, but it's likely he wouldn't intentionally harm a human or other sentient organic unless he had no other choice. Or was really, really pissed off. Or they were the ones asking for a fight to begin with, because FORTE IS THE STRONGEST and has to prove it to EVERYBODY, dammit!
Speaking of fighting, Forte LOVES fighting. To the point where he can occasionally get so caught up in the heat of battle that he forgets what he was even fighting for to begin with - which isn't actually that much of an issue to him, considering that in his eyes, it almost always boils down to "I'M FIGHTING TO PROVE I'M STRONGER THAN EVERYONE ELSE SO HA" anyway. His combat philosophy is mostly what you might expect from someone like him - he won't hesitate to try cheap tricks or play dirty, and will absolutely use everything he has at his disposal to try to win. However, he really hates weak opponents, and will constantly goad an opponent that he thinks is holding out on him. (He's somewhat fond of name-calling, but not particularly creative about it.) If someone is too weak and easy to defeat, he won't even want to bother in the first place if he doesn't have to. It's just not any fun for him at that point.
Overall, Forte can be a little naive and a lot overconfident. He actually IS a very well-equipped combat robot, but his reckless personality and stubborn refusal to expand his horizons often stunts his success. He's not exactly stupid, but every time someone else tells him something that makes him consider himself - such as Protoman pointing out that he won't ever defeat Megaman because Megaman actually has something to fight for - he brushes it aside and reaffirms that it only matters for him to become the strongest.
Abilities, Weaknesses, and Power Limitation Suggestions:
-Being a robot built exclusively for combat, Forte has much higher strength and durability than the average human. He can take a fair amount of abuse even without his armor, and can lift a few hundred pounds with effort. He can also jump several yards horizontally and several feet vertically from a standing position.
-Likewise, being a robot, he does not require air and can survive comfortably underwater or in space. (Not that those conditions are at all ideal, of course!)
-His boots have small thrusters built into them, capable of firing in brief bursts. He normally uses these to facilitate dashes across the ground, and to give himself extended airtime during a jump. (Double-jumping, in other words.)
-His primary weapon, the F-Buster, is a plasma gun that rapid-fires weak energy blasts. It's great for focus-firing or pressuring an opponent with barrages, but cannot be charged up.
-Forte has the same Special Weapons System as Megaman, meaning that if he defeats a robot with a Special Weapon, he can take that weapon's data and become able to use the weapon himself. The system can store up to eight different weapons at once. Using these weapons drains the system's specialized energy, meaning they have limited uses. The weapons he currently has installed when he arrives are as follows:
Triple Blade: Materializes three physical blades at once, firing them in a spread pattern.
Water Shield: Summons globes of water that spin around Forte, forming a shield. They can be fired outwards all at once, and will retain the momentum of their spin, moving in a spiral.
Commando Bomb: A launchable explosive that Forte can control the trajectory of somewhat. Its explosion will create a powerful shockwave if it strikes a wide surface, but the initial impact isn't as dangerous on its own. Uses more energy than average.
Chill Spike: Fires a specialized gel capable of instantly freezing whatever it touches. Especially useful when it strikes a plain surface, as it forms a cluster of icicles sharp and sturdy enough to blow out car tires. No, I don't know how you get ice to do that. It's science okay.
Thunder Wool: Yes it sounds stupid okay, but it makes a miniature cloud that floats up a bit before launching electric death towards the ground, so it's actually pretty cool. Up to two clouds can be created simultaneously, and if they are, the power of their lightning bolts is increased. However, this is a difficult weapon to hit with due to its slow speed and how obvious it is to not stand under the cloud like a dope, not to mention that it uses a good chunk of energy.
Rebound Striker: Materializes a ball with rubberlike properties, which can be thrown at an opponent. The ball will effectively multiply the kinetic energy from its bounces, hitting harder with each rebound. It still totally looks like a pink pokeball, though. Yeah, pink. Forte doesn't like this one much.
Wheel Cutter: Creates a large, buzzsaw-like wheel attached to Forte's arm. He can hold onto the wheel and wield it like a melee weapon or use it to climb walls, or he can detach it and send it rolling along the ground. Because of the spikes on the wheel, it can climb walls on its own when launched as well. Up to three wheels can be generated in succession.
Solar Blaze: Lobs a compressed ball of fire that splits into a very fast-moving blast wave after a few seconds, or earlier on Forte's command. The wave moves in two opposite directions at once.
None of these are capable of serious damage to the station - they couldn't even take down a building without a lot of concentrated effort. However, if all of them is just too much potential for destructive force, I'm perfectly fine going with just the Blades, Shield, Cutter, and Striker, or even blanking his Special Weapon database altogether and having him arrive with none at all.
-Gospel Boost. This is Forte's ability to fuse with his support unit, Gospel. While in this state, his appearance changes - most notably, his armor's trim changes from gold to purple, and he gains a pair of wings. His helmet's crests also change slightly, and he gets a pair of rocket boosters on his back to aid with flight as well. In this form, he can indeed fly, and his buster is capable of firing in three directions at once in a spread pattern. However, this ability requires him to have Gospel with him - and since Gos could be considered a character in his own right, he will not be arriving with Forte. Forte will not have access to this ability at all until and unless a Gospel is apped to the game.
-As mentioned before, Forte can be very reckless. Combined with his ego, that means he very often rushes into fights he can't win. Even though recognizing and taking advantage of patterns in an opponent's attacks is programmed into him, he tends to ignore the logical parts of his calculations when he's worked up over a fight, which is often. He reacts to insults and goading badly more often than not, and though he'll unload more powerful attacks the more pissed off he is, he'll be doing it far more rashly and generally be easier to dodge and land hits on. He can also be easy to trick or fake out given that he tends to take things at face value. Basically, he lacks discipline almost entirely, and oh boy does it show.
-The only Special Weapon he's noted as being weak to is Shade Man's Noise Crush, which suggests that certain concentrated frequencies of sound can damage and disrupt his systems.
-Being a robot isn't all awesome. He's vulnerable to computer viruses and their ilk, and can also be hacked and reprogrammed should someone with the skill get access.
Inventory: His armor, and that's really it. Guess who's so reckless that he blew all of his energy tanks on those last couple of bosses!
Appearance:
With Gospel/TrebleForte aloneForte has never removed his helmet in canon, but Hitoshi Ariga, a high-profile manga artist who's done lots of official work for the series, has drawn him without it. As far as the oft-blurred line between Megaman canon and Megaman fanon goes, anything Ariga does is a half-step from canon, so I'm going to shrug and say close enough. This depiction shows him with dark, swept-back hair.
It's the bottom right sketch here (not counting the world's most adorable Gospel).Age: Not REALLY known, thank you vague-to-nonexistent timeline. As far as appearance and mentality go, he gives the impression of being in his early to mid-teens. In actuality, he's probably five to six years old max. That's assuming roughly a year between games plus some time added in consideration of Power Fighters and Power Battle, but in at least one instance it's half a year between games, so he could be younger.

Log Sample:
Forte glared down at his creator, arms crossed. He wasn't even going to bother waving a buster at the old fart this time. Wily was already groveling as usual after one of his defeats anyway, pathetic as ever. Ugh, that pissed Forte off whenever he saw it! If the man was going to insist on trying to take over the world with the same hair-brained schemes every time, he could at least show some guts when he inevitably got his ass kicked! At least he seemed to be getting better at the groveling bit, anyway, he looked genuinely sick with humility this time...
...Wait a minute.
"Something wrong with you?" the robot huffed, doing his best to appear entirely unconcerned. He took a step closer, blinking as he noticed the doctor's unusually flushed complexion. "Oh, you've got a fever!" The realization immediately flashed him back to the moment when that stupid Roboenza virus caught up with him. Forte hadn't had a virus before, admittedly - the feeling had been awful in a way unlike any pain he'd felt before. If Gospel hadn't shown up with the antivirus right then...
He shook himself out of it, scowling and annoyed. "How'd YOU end up catching Roboenza!?" he snapped in accusation, mouth working predictably faster than his processor as he immediately tried to hide the fear that he might get reinfected behind a rash of anger. Wily rolled his eyes.
"Don't be ridiculous," he gasped, wiping some of the sweat from his brow. Forte quickly glanced away, trying to look like he didn't give a shit. Yeah, that had been a stupid thing to say, dammit! He supposed he forgot that Wily was human sometimes, what with his schemes coming and going like clockwork. It was like watching one of the lesser robots stuck in an infinite loop due to a programming error.
"Hmph. Well, I'll just see you around then, old man." Yeah, he'd just teleport out and only save his own dignity this time. It wasn't like the blue brat wasn't going to be here any minute for Wily, anyway. Forte's form quickly dissolved into a beam of energy, leaving the latest skull fortress far behind.
And that's when everything went horribly wrong.
Suddenly, the usual staticy feel of teleportation was replaced with a brutal wrenching. Suddenly, his systems glared error messages at him from all angles, informing him that teleportation was being aborted - or redirected? What? He didn't even have time to wonder what the hell THAT meant before he was abruptly reconstructed and unceremoniously spat into a heap of the most random crap he'd seen since SOMEone thought "Junk Man" was a good idea.
Tones sounded as he started digging himself out of the pile, cursing loudly.
"Welcome to Sacrosanct. Please watch your step."
"Yeah? No SHIT!" he yelled back at it, rubbing his now slightly dented helmet and glancing around. Oh, great, he'd been redirected to one of Wily's garbage bins or something. JUST what he needed. Well, he'd just hop over these junk piles until he found a way out and remember to dish the good doctor some payback later. There's a teleporter right over there, no big deal.
...Right?

[The video clicks on to display a very annoyed looking robot glowering at the camera. He appears to be on a rooftop somewhere in a residential zone.]
Okay, any of you losers on whatever the hell this network is, listen up! I've just been dragged around by some annoying hologram that wouldn't shut up, told I'm on some dumbass space station that I can't leave, and found out that some jackass was messing with my system long enough to install this crap on it. I have ONE question.
What the FUCK? Wily, if this is some kind of joke, fess up now or I'm finding a way out of here and tearing your stupid fortress down bolt by bolt this time! Actually, scratch that, I'm doing it anyway! There is no way in HELL you're getting rid of me that easily, you senile old geezer!
[By this point, he's jabbing his finger angrily at the camera for emphasis, face taking up most of the screen. He finally backs off a bit as his tirade ends, giving one last glare and a huff before the feed cuts out.]
