Now that I think about it, I think Lassie would be more likely to say "permanent police custody", but we all get a little goofy in our sleep.

He'd do it to "be helpful". Imagine all the time the officers at the station could save if they just carried a recording of Lassie reading the rights rather than having to memorize them themselves. So what if Lassie's voice is a little husky and there are a few references to 'cavity searches' sprinkled here and there?
