Weird Ho-oh Pokedoll Style Plush Help! + ISO Gen 2 Kids!

I recently got a package with this guy and my new Munchlax Pokedoll in!
I realise he’s not a Pokemon Centre one but what else is he? Is he official or just a good bootleg? He’s really well made and I would 100% believe he was official if it wasn’t for the tag. I know that tag was bootlegged a lot so I was wondering if that is the case? Can anyone help?
Also, I’m on with my quest to get every gen 2 Pokemon in kid figure form!
I’m at roughly 50 out of 100 so if anyone has a big bulk of them lmk! Preferable UK based to save on shipping but let me see them all!
