The email address that buyers sent paypal payments to might be a good place to start. If the item/proof of shipment is not provided before the dispute deadline (45 days), disputes should be opened to avoid losing out on money/items. Opening a dispute should be used as the last effort of trying to contact someone; if they do not respond during the dispute window (I believe it's either 7 or 10 days - if it comes to that, paypal will have info about it as you click through), then it should be escalated to a claim.

Like I said, disputes should be opened as a last resort after other avenues have been exhausted. A dispute does not automatically request a refund from Paypal; it serves as a method of communication between buyer/seller. Only if the seller is unavailable or item/proof of shipment cannot be provided within the dispute time frame should it be escalated to a claim, which seeks Paypal's intervention.

Having to use that method is less than ideal, as everyone would prefer the transaction to go through. However, after the time limit elapses, there is absolutely nothing anyone can do to recover items/money. :( I am currently in the process (and have been, for months now) of trying to persuade a seller to send out dozens of items owed, and there has been extremely little progress made. Unless a user is willing to "donate" the money to the seller and forego getting the item at all, they need to take advantage of Paypal's intervention.

i thought it was 35 days. i really don't want to open a dispute. :( i'd rather have my item than my money. Thanks for the info!
