Control always uses force under the guise of restoring order, spreading democracy, and protecting decent folk from the terrorists/looters/dissidents/incursionists/etc. These are often code words for "the residents."
Control also uses lies, obfuscation, and suppression of the press to direct the narrative. The press that succeeds in reporting is the fringe, or has an agenda. A young man "robbing a store of cigars" is much more inflammatory than "he shoplifted less than $10 of crap" By the time "the video tape showed him paying for his purchase." comes out there is too much noise to quiet the sympathizers of control/mind your own business/but he was black crowd. Might is right, and the citizen is less than the state.
Any infraction or whisper of imperfection becomes a justification for murder. He was high? I've been high. You've been high. Your mama's been high. No one shot us 6 times for it. Society didn't crumble, and the National Guard was not deemed a necessary reaction. Amnesty International didn't show up, and I am damn sure Nelly didn't either.
This is all my slightly distanced way of saying "this is the most racist reprehensible fucking vile and destructive abuse of police power I can remember since Katrina, and the officer must be brought to trial and judged by 12 members of the community he so clearly feels he can wipe his brutal inhuman ass on."
