Based quite loosely on the game Child of Eden, NOMI is a minor AI present within the vast network of a system much like the internet. Confined to a small corner called the Matrix, which is a digital playground for a much more impressive AI called EVIY, NOMI's purpose is to keep the Matrix free of viruses and to protect EVIY and her playground from whatever threats that may arise. As such, because he was designed only to protect and destroy, his functions are extremely limited. He cannot even communicate vocally.
However, despite his sparse range of skills and original purpose, EVIY was a charming and intelligent girl. She helped him grow beyond his programming into an AI that was much closer to the mind of a human being than he had originally been. Because of that, he is fiercely devoted to EVIY, beyond mere duty, and will never let anyone harm her if he can stop them.
NOMI, more casually known as Ellis (the name EVIY gave him,) is in essence the Matrix's version of an antibody. He attacks the foreign and potentially harmful data that enters the Matrix in order to keep EVIY safe. Though he has been transitioned to a human body for ease of RPing, some of his more quirky natures persist despite the change of forms.
First and foremost, he does not speak vocally. While intelligent and capable of understanding all that is said around him, he utters no sound or words. While he would rather stick to expressions and the occasional hand gesture to communicate, he can write words in the air if the need is so dire, which brings us to our next quirk.
As the Matrix is a digital playground, much of the environment's charm is visual alone. To match his domain, NOMI's abilities are also displayed quite theatrically. When purging corrupted data or viruses, it looks much like he's casting lines of light or energy from his finger tips in chase of dark pixelated bits. In the transition, the power remains but is much less effective unless he happens to encounter a virus in the physical world. As such, he's good for mostly light shows and precious little else.
Thirdly, NOMI's eyes are... well, peculiar. Normally a bright, eye-catching blue, whenever he is acting in EVIY's defense, they turn yellow as yellow is the universal "caution" color. As such, you might suspect that when they turn he is about to assault (or attempt to assault) something very nasty and send it packing from the Matrix. In both colors, he has a pure white circle around his pupils, just shy of completely overshadowing his irises. In tech speak, that's the programming for his targeting system. If you were to imagine his view as a FPS, that small circle would tell him where he was aiming.
Fourthly, he... does not understand a lot about humanity. Despite being a guardian for an AI based on a human female, there was never any need for him to be knowledgeable about humanity. Though he's improved on this stance from his origin days, he still doesn't know very much and is likely to be very blunt and candid about sensitive topics. To him, logic is the best course of action and everything else is... too confusing. Though he is at least beginning to understand why humans might act the way they do, thanks wholly to EVIY.
