Ok, lets get a rumor cleared up here.

Basic DSL runs at average 768 kilobots DSL, after a great deal of tweaking to modem & router I managed to pull 1338 Kilobits a moment ago, This rarely runs that well.
I used to live in southside and had comcast cable internet. The usual speed was at least 3 meagbits (3000 kilobits)

When Comcast took over in pittsburgh they overhauled the cable network. They practically ripped out all the ancient ATT broadband equipment and replaced it.
When was the last time you saw Verizon out replacing / upgrading phone lines? Your DSL still goes through their lines if your in pittsburgh.

Secondly if your phone lines in your house are old and most are. Your DSL will not run as fast. Also on the DSL end; Verizon blocks a decent amount of ports. This prevents web hosting, email hosting, sometimes even SSH & FTP. This is inbound ports I'm refering to. I have also had to start using different ports for VNC remote access.

I'm not really sure why everyone thinks that Verizon DSL is so much faster than Comcast.
