When I moved into my apartment, a Comcast employee came to hook up cable and internet. He came about 4 hours early, which is not necessarily bad, except I wasn't expecting him until later so my computer wasn't set up. I had had Comcast before so I just gave him my laptop to test that the internet connection was working and went back to unpacking.

I believe comcast subcontracts out a lot of their install work. The problem might come with shoddy subcontractors. I'm not sure why the OP got hit with a $200 bill. I'd like to know if they contacted the billing center to find out why.

The contractor swore up and down that he was unable to do it since he would have to drill down through the floor in order to run the line. *headdesk* he told me I would need an electrician to do it.
I explained, several times, to the guy that there was an open junction on the outside of my house (put there for just this reason on the initial install), and that all he had to do was run the wire from there, down the exterior wall and into the house. He still insisted on the electrician, apologized and left.
10 min after he left, I got a call back from the guy saying that he talked to his supervisor and was told to do exactly what I told him to do.
I only use comcast technicians during the weekdays 9-5 now. I won;t deal with the subcontractors.
