No, not ever, let's start with Jack's image in Torchwood hohaiyee October 25 2009, 16:52:30 UTC

That guy in the blue shirt and cargo pants and the suspenders would be Malcolm Reynolds, from Joss's series, Fireflies, started in 2002.

Jack Harkness first appears in the 2005 two parters written by Moffat...and his CONCEPT was suggested by RTD, and I believe that RTD was 'inspired' by Malcolm Reynolds. Since Moffat was the one who actually wrote "The Empty Child"/"The Doctor Dances" and is probably unaware of where RTD got his concept, Moffat's Jack Harkness is DIFFERENT than the Jack we saw in Torchwood, dress and manners. Moffat's Jack is as uniquely different from Reynolds as Joe Kelly and Fabian Nicieza's Deadpool(scroll down and read My Real Daddy note) is from Deathstrike, where Rob Liefield got the concept for Deadpool.

...but when Jack got his own series under the Fine Leadership of RTD, RTD struck him in Reynold's clothes.

Srs ppl, take a look at the image results for Malcolm Reynolds;

Does that remind you of anything? Though it is of course the other way around, Firefly way predate RTD's 'concept' for Jack Harkness.

My greatest comfort is that while RTD is a douche, fandoms still have Joss, who have a LOT of awards. My greatest fantasy is that Joss will pick up GDL and Barrowman for one of many TV series he's either writing (Dollhouse) or has influence over (because Joss has a lot of friends in the industry, he doesn't burn bridges).

Why do people think he's a genuis? Except for Doctor Who (didn't really care for Eggleston's Doctor and couldn't stand Rose), Torchwood (Captain Jack who's a Doctor wannebe and Gwen, an older, even more immature Rose), and Queer As Folks (which I've never seen) none of his television shows have gone more than 6 episodes.

Sometimes I feel kind of stupid getting this involved with a tv show especially one like Torchwood which really wasn't all it could have been and now it's totally destroyed.
