Yes he is. hongkingkong He said he used to be a territory of England's but now he was one of China's. I told him he could just seek refuge with Whitebeard, he'd never stand for that. But he didn't see how it was any different from parents. Really worrisome kid.

I'm not sure if you mean territories like Whitebeard has area that is his turf or if you mean like Hong Kong. People shouldn't be territories. :(
