The story starts off with the Flash in prison, because some weird force caused him to be pulled uncontrollably through town, destroying everything in his path. Eventually we learn there was someone behind that force, someone with a grand plan...

How dumb do you have to be to threaten him after what he just did?
Piper's plan of revenge on these guys is to let the Flash out of prison and pull him around some more to beat up the thugs.

Alas, we all know how this will end.
Unfortunately, it didn't turn out so well for Piper either. He should have just left the Flash in jail.
