&. Prepare your base with cropping/textures etc. Merge all layers


&. Color fill layer: #333333 set to exclusion.


&. Duplicate your base, bring it to the top and set to softlight.
Then go to image --- adjustments ----- Hue/Saturaration. Adjust saturation to your liking


&.  Layer ---- new adjustment layer ---- levels.
RGB: 28, 1.38, 255
RED: 23, 1.27, 255
GREEN: 12, 1.03, 255
BLUE: 19, 1.03, 255


&. Layer ---- new adjustment layer ---- Color Balance
Midtones: +17, +7, +35
Highlights: +8, -7, -14
Shadows: -20, +5, -5


&. Layer ---- new adjustment layer ---- Selective Coloring
Reds: -20, +46, -18, +34
Yellow: +24
Green: +90, -18, +70, -36
Whites: +10, -77, +100, -37
Neutrals: -18, +11, -7, -6
Blacks: +59
