01: Get a picture (preferably something light and pinkish), crop and resize while making sure your aspect ratio is correct! That's extremely important, nothing's more hideous than a squished person.
I used a Skins (Cassie) screencap made by yours truly

02: Layer >> New adjustment layer >> Levels.
These settings DO NOT WORK on every single picture!!! I'm sure it will mess up a whole lot of caps and pictures, so make sure you mess with it until you get something pretty.

I'm not exactly sure what levels do, all I know is that the first slide (black) increases the contrast and darkens in RBG mode, and decreases the chosen color while in blue, red or green. The white slide does the exact opposite.

RBG: 29 - 0,96 - 194
Red: 12 - 0,91 - 255
Grn: 08 - 0,94 - 241
Blue: 00 - 1,14 - 238

03: Layer >> New adjustment layer >> Color Balance.

Time to add some pretty colors :d
Shadows: -09 - 14 - -32
Midtones: 09 - -13 - -100
Highlights: -07 - 00 - 53

04: Layer >> New fill layer >> solid color #5c0a0a.
set to exclusion at 23% opacity. It will take away some of the redness and add a blueish hue to the lighter colored areas of the icon.

05: Layer >> New adjustment layer >> Selective color.
I want my yellows to 'pop', so go to yellow and move the slide to the right. If you'd like you reds to 'pop', adjust your reds/magentas instead of your yellows, etc etc.

06: Something I always do: open up a basic B&W grungy texture like this one by sanami276, copy/paste it on top of all your layers and set it to color burn, Adjust the opacity to your liking, mine's mostly somewhere around 10-15%.

07: Layer >> New fill layer >> solid color #ffcc99.
The whole thing turned out too dark and contrasted (?) for me, so I added this underneath the color balance layer and set it to overlay 18%.

And you're done :d

Don't ask me for a PSD!!! I won't upload one, there's only a handful of steps and those aren't that hard to figure out.

PS: The last 3 steps normally make more of a difference than they do this time :p
