i have a love and hate relationship with koreans. from one side its like some angried people would say about that countries, "korea/japan is fine if it wasnt for koreans/japanese". its always the people... hard to compare them, many times i tried, but there are just as many similarities in their behaviour and thinking as very strong contrasts - sometimes they think identical, sometimes its like water and fire. for some things i prefer japanese, for some, koreans..
its really really hard to say and i'd need to think for some time before giving an answer - plus its always a "working answer" too, i already noticed in time my opinions kept changing with new discoveries.. so seriously i dont have a firm opinion here either xD maybe sometime i'll post what i think up here so we could discuss it, i always find it worthy discussing with people who have a lot of experience.
for my friend.. well problems. cultural difference things - she needed some support and she was used to our ways, while japanese chose to ignore her problem and drink it over, didnt even wanna lsiten to her. she's a very cheerful person, very outgoing and positive, mae-muki and genki right. people who got to know her see her like this and prefer to see her like this, it is indeed unusual to see her down, i guess they also didnt know how to react well, but she had a serious breakdown and ignoring it wasnt a smart move, that hurt her - kinda felt to her like she was just a manekineko, smiling decoration and some entertainment, and not a human who can have couple of sad days too (for her, its like couple of days per year still! haha). such a problem... she said now she doesnt think they really are her friends.. i told her before that as for aqquaintances japanese are great fun, but it might be hard to make real friends - we both thought these people were treating her seriously... and unfortunately those who actually do were too busy when she needed - such life.
me, like you, i didnt have had any problems with the japanese. rather foreigners, agree with you.
