During the Soviet era, the court commuted the punishment if the offender was drunk. Therefore, workers went to steal products from their home factory while drunk.
Now it’s the other way around - an aggravating circumstance, plus it’s prohibited to drink alcohol on the street. So a drunk company can only be found in a bar.

strange time seem to call for strange measures
where is the freedom to be oneself anymore?
so we sit and drink at home out of boredom
the government gets its tax, and we get our treat
but we can't be around others socially
great
