If you think about the tense of that statement, he just says that governments should. Nowhere does he say anything about actually seeing it done. Most his speech was in that tense. Very clever on behalf of his speechwriter.

It's sad when it sounds like the speechwriters are poking fun at the president, but they really aren't.
