The most effective way to bring about change is to have a third party promote new ideas. The major parties are afraid of embracing new ideas for fear of looking radical and losing crucial swing votes. Once people have heard about the idea, it will be absorbed into the mainstream and adopted by one of the two major parties, where it can be implemented into policy.
