How much equipment is necessary, and roughly how much would it cost, to synthesize a chemical whose molecule contains a specific number of atoms of carbon, hydrogen, nitrogen, and oxygen?

Would equipment vary based on the proportion of one element to another?

I've never heard of him until now. Four Hugo awards... perhaps I should read some of his stuff. Do you recommend anything in particular?

I think I've read some short stories, but I don't remember any of them. I have the entire Heechee Saga, which I thought was pretty good. You can borrow them if you want.
