Otacon is getting the following people the following things. If all goes as planned he'll be in Goldenrod for Christmas--if you are in a different town, it'll be delivered by his Pidgeot.
Liquid: A coat, because he won't wear a shirt and he's gonna freeze otherwise, the moron.
Snake: A hand-sewn Togetic pushie. Yeah, he's totally straight.
Huey: Paperback copy of 2001: A Space Odyssey. Ssh, it's Christmas magic.
Raiden: TM24 Thunderbolt. YOU ARE THE LIGHTNING.
Heather: Heather gets another handmade plushie, a Growlithe.
Rise: A scarf.
Anyone else he knows that isn't on the list? Gets a box of these.
For the Doctor, well. Did you wonder why he was catching so many Pidgeys?
Well, Johto. If you've ever met the Doctor, if you've spoken to him even once, then on Christmas morning you will receive a Pidgey-delivered banana with a ribbon wrapped around it.
There are three exceptions to this.
Shelly deKiller: gets a bunch of bananas because hey Shelly, he likes you.
The Tenth Doctor: gets a banana-flavored cupcake with edible ball-bearings.
Dahlia Hawthorne: ...a pear. Yes, really.

Asuka: gets a necklace, because human women like that sort of thing, don't they? wat do.
Phoenix: This, and a small handwritten note on the inside cover: 'Stop getting into trouble. --Touya'
Hiruma: a large snowball dropped on his head by a Ledian. No, really.
Chidori, pretty simple:
Junpei: A handmade scarf and hat.
Minako: A few new hairpins.
