Becoming a Pennsylvania Resident

So, my roommate and I moved here last April. She's 24 and NOT a dependent of her parents at all; she applied to school soon after arriving and started in the fall. Someone at Temple's financial aid told her that she would be a Pennsylvania resident for next year and the subsequent years of her undergraduate degree. Today, however, some jackass informed her that she won't be considered a Pennsylvania resident for the duration of her studies. This seems ridiculous, because if she's not a Pennsylvania resident, what the hell state is she a resident of? The jackass seemed to think it wasn't Temple she had to make a case to, but the state of Pennsylvania.

If you have any insight, or better yet, if this happened to you and you fixed the horrifying situation, can you please let me know?
