Here's why: the server likely checks wether the request for the picture has a valid "referrer" (that is the page you're "coming from", in this case http://www.livejournal.com/users/phazchi_rrr/64038.html ).. that is to prevent "hotlinking" of images.
But since some browsers don't send the referrer info (or the user might have turned it off), the pic will be shown when you have the "right" referrer (usually any address on the server the pictures is on) OR when the referrer is empty or not sent at all.
So to see the picture, copy the address, open a new browser window, paste the address - voila! Since the picture is now in the browser cache, the "hotlinked" one will suddenly show up too. That's also why you saw it, but the others didn't (you had it in the browser cache).
