Ah, c'mon, that's bullshit and you know it. Bombs don't have a look. What do you think, they all look like Warner Bros. cartoons? Like something Wile E. Coyote orders from an Acme catalog, a nice round black sphere with a fuse sticking out the top of it and "BOMB" written on the side in a nice big white font?
Please. If they were that obvious, IEDs wouldn't be such a problem in Iraq.

Yes, that damned well looks like a bomb. No, it doesn't look like a factory-produced Mk. 82 500-pound low-drag aerial bomb, but an IED can damned well look arbitrarily-close-to-exactly like that:
That's a bomb. I submit that, except for being cylindrical instead of rectangular, if you turned it sideways and stuck it beneath a mooninite, you'd get something that looks pretty damned close to what was in Boston.
And as
jakshadows points out, if you're a terrorist and wanted to bomb a city, what would you make your bomb look like *now*?
