A brief outline of French history since Gaul. Personality:
At heart, France is not a bad person and likes to see himself as everyone's mature big brother figure, intentionally acting how he imagines such a figure should act and trying to look like one. He enjoys taking opportunities to take care of people, so long as they're appropriately grateful, and he's actually quite paternal when he's in the right mood. He tends to spoil his “younger siblings” and loves to shower people with affection. He's easily irritated, but tends to sigh and put that aside when they need big brother's advice or assistance.
It seems that he's one of the more aware and intelligent countries, but that really doesn't mean much. He's still quite clever though and is good at reading people. Being as old as he is, France does have it in him to be mature and occasionally manages to give off an “older but wiser” aura in certain situations. As of late, he's become much less likely to accept faults in his bosses or the structure of his society, becoming frustrated with them easily. He has had many revolutions and he frequently goes on strike if something offends him.
That said, he's also incredibly selfish, superficial and, when someone pushes the right buttons, he's quite childish. He won't hesitate to take advantage of others and likes opportunities to show how much better than everyone else he is. How he shows this tends to depend on who he's with, he may just show off his own talents if he's fond of the other person, but if he doesn't like them he'll quite happily tease them maliciously and use personal insults designed to make the most pain possible.
He's also an unredeemable pervert and becomes infatuated with people, particularly other nations, easily. He molests the other nations at any opportunity, flirts with any attractive person he meets and likes to strip fellow nations down whenever he has an excuse (he is surprisingly good at this, all things considered). Brief glimpses at his interactions with humans seem to imply that he's much more restrained with them and also that they're much more susceptible to his charms, possibly because the other countries simply know him too well.
Though he was quite powerful in the past, since the Napoleonic Wars he has lost quite a lot of his strength. He's frequently mocked by the other countries for his losses and cowardice, while he desperately tries to cling to the days when he was great. He's more likely to try and talk his way out of a conflict nowadays, and is hesitant to get in a fight without strong allies to guard his back. That isn't to say he won't resort to violence if he has to, however, and if the opponent is weak, he's much more likely to do so.
One of the relationships that has helped define France the most over the last thousand years is his relationship with England. The two have been neighbours all their lives and despise each other like nobody else. Though they are now allied, in the past they've always been each others “sweet enemy”. France frequently seeks England out, just to hang around and annoy him. They can't seem to be in the same room for more than five minutes without arguing. However, France will still cut England's hair, care for him while he's sick and cook for him whenever he stops by. If a third party ever interferes in their arguments, there's a good chance they'll just team up to defeat them. England is very important to France, and deep down, he's a little fond of him. He just also hates England's guts, because that's just what you do when you're French.

Character Abilities: He's a nation, which means he's nearly immortal and probably can't be killed by normal means. Besides that, there's evidence that nations are physically stronger than humans (even if it does seem to only be for comedic effect), though France is hardly anything special by nation standards. Apart from that, he's a good shot with most projectile weapons and is comfortable with a sword. He also has the experience that comes with being in war after war for millennia.

France stormed out of the meeting room, nearly shaking in rage. He ignored England's attempt to get his attention before he left, he didn't need to be told yet again that he needed to be reasonable, needed to be forgiving, needed to see things from Germany's side. Germany had lost, France had won and that meant he got to dictate the results of this whole bloody, bloody war. His allies, instead of eying said enemy's trade potential and seemingly forgetting all the damage he had done just for the sake of it, should have supported his desire to wipe Germany off the map completely. Apparently he was wrong about that.
Striding through the gardens of Versailles, France eventually felt the anger boiling within him calm to a controlled simmer. Germany may not be destroyed just yet, but he was horribly weakened and it would take just about all his energy to pay France and Britain the reparations he owed them. Maybe, France thought hopefully, the whole deal would be just too much for him and he'd dissolve on his own, before he got a chance to recover and become a threat yet again. England and America might have been convinced that no one could possibly dream of going to war again after the last four years, but France wasn't quite prepared to put his faith in other countries' intelligence, particularly when he shared a border with them.
Well, he had warned them. He'd warned them many times, vehemently. If anything happened, it wouldn't be his fault and he would happily tell England “I told you so” the second Germany decided to march his men Westward again. But in the mean time, there was still the matter of making sure the boy paid for his actions in this war. France climbed into the backseat of his automobile to wait for his boss to catch up with him before he left and dreamed of giving Germany a slow and painful death-
Oh, that was Belgium walking past, wasn't it? She looked unhappy as well, he should go cheer her up... And maybe cheer himself up too. “Belgique~” He called happily after the young woman, running lightly to catch up with her.
