I hope I will have the time to finish what I want to do because I want to do a WIP for the "Take on Me" prompt and explain a bit how I colored my sketches. You will be "layered" and "clipping-pathed" to death, as you asked me to, then :D
I see thanks to your icon that you love Pixar. If you love Pixar, you are going to love Totoro, I am sure of it! I am 99% sure that the guys from Pixar where inspired at a moment of another by the works of Studio Ghibli. Well, to cut a long story short : try to watch Totoro if you can (he's adorable, you will want one immediately. I am 33 and I have a Totoro plush at home *shame* )

The rain is actually very easy and quick to add : it's a brush (I should have mention it, I forgot :/) One layer, one click and you got the rain (but you have to add the rain drops by yourself ^^)
Oh yeah! The trouble is that, with Chibies, all the characters look like kids so when you add a stubble or a beard, it's a little bit odd ^^;; Thx again :D
