Brief (around 300 words) personality outline of your character:
At a first glance, Jiraiya doesn't seem all that special, apart from his white hair and the red markings on his face. While you could probably imagine him to be younger than his actual age (54), he is friendly, if a bit strange in how he speaks, sometimes popping out observations that cause those nearby the uncontrollable urge to facepalm. He enjoys traveling the world (his favorite word is actually 'free'), but is extremely trustworthy and a man of his word, and was used as Tsunade's personal spy and confidante when she became a Hokage (the leader of a ninja villiage).
Jiraiya's has two big glaring flaws that have caused him trouble of the years; the first being that is very much a showman when he fights and talks, over-exaggerating his movements and taking traditional kabuki poses as much as he can. He becomes annoyed if he's interrupted mid-posing, and therefore, will ALWAYS be interrupted, leaving him angry but vulnerable.
The second, and honestly the one that gets him into the most trouble, is he is a self-proclaimed super pervert. He has often said he has no equal to himself in this (not that anyone would really try to fight him for the title, but regardless), and seems open about it. Yes, he will admit if he spied in the public pools. Thankfully, it's played off more for a humorous effect than anything really disgusting (and I plan to keep it in this same vein) and he always gets what's for for doing it. In fact, Tsunade once beat him mere inches near his death for peeping on her and he still has a bit of fear against her because of it and will be more quiet about his voyeurism tendencies around her or any woman who does the same to him.
This can, however, be used against him. Naruto has used a Sexy Technique to get Jiraiya to train him, and pretty women on the ship can very easily get him to do things he would otherwise not do. He is, however, unused to women actually expressing honest interest in him, and will be confused if they do.
One could not think him to be a man of penmanship, but he has several books under his name; the first called “The Tale of the Utterly Gutsy Shinobi” which only found fans in Naruto's father and mother who named their child, Naruto, after the main character in the book. Afterward, Jiraiya began to write comedic (and adult) recounts of his many, many failed experiences in love called the “Icha Icha” series. They turned out to be incredibly popular and have turned him into the Naruto's world equvalent of a rich old man. Still, that never stopped him of taking his student's money and spending it for himself. (He is rather douchy in that respect.)
Despite his personality, or perhaps because of it, many are quick to judge Jiraiya as dumb-witted and nothing but an old perverted guy, but the truth of the matter is that he can become extremely serious to the point where he is frightening to behold - Jiraiya, after all, is one of the three legendary ninja, and a powerful man in his own right. He did not hesitate to threaten his own old team member that he would kill her without hesitation when he felt she might end up switching sides. Jiraiya's allegiance is to Konoha and he has done all in his power to stop invasions against it. However, when offered the position of a Hokage, he refused, feeling unworthy of the title due to mistakes in his past.
He is also incredibly perceptive, able to detect if something is wrong with a person due to how they act. He remembers people's faces really well (especially ladies) and has more than once used this to his advantage. Yet despite the perversity, flamboyancy and the skills as a powerful ninja, Jiraiya has always been a strong believer in peace. His greatest hope was placed in the younger generation, and his dreams that they'd one day end all the hate that plagued their world. This was one of the reasons why he trained Naruto. Now that he's stuck in a spaceship, he also places this hope on the younger teenagers of the ship and will many times go out of his way to help them in any way he can.

Jiraiya will be taken right after he fails to stop Pain, sinking into the ocean on the verge of death. He will quietly wonder if he ended up in heaven (and then see the naked guys and think otherwise.)

As one of the three Sannin (Legendary Three Ninjas comprising of himself, Tsunade and Orochimaru), Jiraiya has a lot of jujitsu and skills at his fingertips. In fact a lot of the more powerful foes in the manga refuse to fight him one to one knowing that he's a force to be reckoned with, considering him to be at a Kage level, and even with backup could at best get him into a draw. Out of all of the ninjas in the series, Jiraiya's stats are the highest (along with Itachi Uchiha, another character) in the official stat book.
That being said, Jiraiya is a joker for most of the time, and suffers greatly from comedic timing, so while he's powerful, he won't be using all of his skills to their full advantage on a regular basis (and I promise never to abuse anything because this is my first really over-powered character and I want to play him right). Moreover, he has not been in a world with so much modern technology, like laserguns large mecha and the like that gives him a strong field disavantage. He also died in a fight, which means while he is powerful, he is definitely not immortal. I am going to list all of the abilities present that he is listed to have, but he will not be using them all at once and o on.
Basically while he is a powerful character, he is also a background one, and tends to only step in when he is really, really needed.
Ninjutsu
He is well-versed in many of the ninjutsu types. He could use both fire and earth chakra, and was knowledgeable enough to know some wind and water chakra and teach it to others. He was considered a perfectionist in those skills, with the ability to enhance or expand the limits of a techniques due to both intelligence and thinking outside the box.
He can grow and sharpen his hair for both offensive and defensive purposes. Using his skills with earth releases, he can create swamps under an enemy's location (Swamp of the Underworld) which turns the affected area into a mud bath that causes the target to sink. The depth and size depends on the user's skill and amount of chakra.
Jiraiya can concentrate some chakra into his hand (Finger Engraving Seal) and use the heat to apply writing on whatever surface he is close by. Think of it as a tiny weilding torch powered by chakra. This causes discomfort if used on a living target and will scar flesh, but that gives it the additional purpose of being used as a sort of tool to burn a bleeding wound, for example.
With a bit of oil (which he carries around in a bottle, or will try to find something similar in the ship, if he can), Jiraiya can combine it with his chakra to form flames in his mouth very effectively (Big Flame Bullet). The oil is not necessary, but allows the user to make more powerful attacks, and sap up less of the user's chakra's strength.
He can unseal seals using the Five Elements Unseal (which will be unused unless, say, Orochimaru decides to use a seal on someone)
Jiraiya is a proficient user of Rasengan which is a technique invented by the fourth Hokage. Very few charatcers have the ability to use it (it is considered an A-rank skill) and uses no hand seals, relying on the chakra control of the user. It is also self-sustaining once it is started, combining with the user's element affinities. This is an extremely powerful and devastating move that leaves craters near the ground after usage from someone.
He can use the Shadow Clone Technique (something Naruto became much more known for than him) although considering he does not have as much chakra as the other, and the fact each clones created causes the user to divide their charkra amounts equaly for each clone makes it a much more dangerous move for himself. It is, however, excellent tool to learn new things - each clone can go off and learn things on their own, while the real user goes and learn other things. Once both are recombined they will gain the knowledge both user and clone had. Again, however, there is still the risk of halving your chakra while doing it.
Jiraiya can also become one with a victim's shadow (Toad Flat - Shadow Manipulation Technique) and temporarily establishes control over their mind and body (This would only be done with strict player permission of the other character). Jiraiya blends with their shadow when he does this, and it can only stay as long as he holds his breath. Once he opened his mouth again, he returns to normal and the user has full control of their bodies again.
He can also spit out oil (Toad Oil Bullet http://images.wikia.com/naruto/images/4/49/Toad_Oil_Bullet.JPG) that forms a thick oil-mucus mix that covers a target's entire body. Moreover, because the mixture has oil, a fire technique can be used after which to burn his target (mmm...toasty!)
Jiraiya has the ability to turn invisible for a short amount of time (Transparent Escape Technique) and it uses up a lot of his chakra while doing so. It makes the user apepar transparent or invisible. He invented it in his youth to spy on girls without being found. He will probably only use this in the baths to spy on girls without being found (again only with mun permission and also to lead into scenes where he stops using it to fast and gets pummeled for it)
The Turning into a Frog Technique allows him to touch a target and then turn them into a frog for a short while. This is mainly used as an interrogation skill, as seeing your companions turned into a frog will sometimes make weak-willed foes began to give him the information he requires. Obviously this will not work on everyone.
While concentrating and standing still, Jiraiya can use the Barrier: Dome Method Formation which creates a spherical detection barrier that will slowly move outside of the user's center, scanning a room. There is a maximum length it can go and only detects things moving; characters with magical skills or those that fly, for example, would not be detectable.
While he can recognize and counter genjutsu, he replied on his two Toad Sage Friends to use the illusions for the most part. Considering they are not in the game, he will be much slower with this. (Also the fact that only 3 other characters in the game actually use genjutsu)
Summons
Considering the toads are not in the game and most (save a few) are the size of large buildings, all of Jiraiya's toad summoning techniques bar one are rendered null for now.
Hiding in a Toad Technique: This would be the only one that I would like to keep: the summon cause a special diving Toad (that could hide in the floating fountain Lash stole on Galilee and relax there for most of the time) that is the size of a hand. However, this toad can absorb Jiraiya and dive up to a hundred meters in fresh water, or areas surrouded by water, allowing him to infiltrate.
The drawbacks are 1) requires freshwater 2) the toad is still vulnerable and killing the toat in turn greatly harms Jiraiya.
Sage Mode
Sage Mode is a tequnique that allows the user to sense and gather natrual energy around a person. This is a different level than chakra, and they can even combine it with chakra to sort of super-power themselves. Most ninja cannot sense the sage chakra, unless they have been trained in the arts.
This allows the user to enter the Sage Mode, which greatly increases the strength of all their skills, reflexes and endurance, and requires that the user already have a great reservoir of chakra in themselves to even pull this off. The sage mode turns the user's eyes into toad-like slitted ones, and in Jiraiya's case since he was never able to perfect the technique, deforms his face with a giant nose and warts (http://images.wikia.com/naruto/images/8/87/Jiraiya-sage.jpg) which he hates since it deforms his face and ladies don't like that, which is why he rarely uses it.
Currently he cannot use the Sage technique for more than a few minutes, considering Fukasaku and Shima, the two toad sages that would help Jiraiya control this technique, are not in the game (also so that Jiraiya isn't overpowered by his already overpowering).
Prolonged use turns him into a full toad and then into stone. The final process cannot be reversed, leaving him effectively dead.
Non-superhuman special abilities of note (Is your character a master ventriloquist? A naturally-occurring super-genius? The best martial artist in the world? Say so here):
Despite his age of 54, Jiraiya is still a well built man. He has super human strength (althought Jiraiya's strength is nowhere near Tsunande's who is renowned for it), reflexes, and agility. He is shown to carry large, heavy scrolls on his back without effort and walking using wooden sandals without a problem.
He can practices Taijustsu which is a basic form of fighting tequniques involving poses and hand-to-hand combat that doesn't use up chakra.
He can use the typical Naruto-defined ninja weapon arsenal; kiba, shuriken, katana and so on, although he tends to use his jujitsu more often than not.
He is a good writer of adult fiction. This is clearly a skill that will be useful on the meatship. (Actually I might have him sneak around and write stories about the members of the ship, the other muns permitting. Nothing that couldn't be posted in the main communities of course, leaving most to the imagination.)
