Well, he did always say that this was a bad regeneration or that it somehow went wrong.

I think he knew from the start that he couldn't keep going in that body the way things were. Something would have to happen for him to do a complete about face and counter the effects of what happened to him. It would seem only right that a new regeneration cycle would do that.

He's been playing with being Power Mad for quite some time now. Even his not regenerating when he was shot by the Daleks in TSE was to some extent a product of that. He was trying to control something that his Time Lord body was not designed to control (advanced species though he may be).

So I'm going to say that while it may have initially been Rose who put him into a situation where he took the Time Vortex into his body (however ill-advised that was on both ends), it's his fault in the end for not realizing that his body needed to do a complete purge and fully regenerate properly in TSE etc, etc.

I'm going to toss out there that this also part of why Handy thought he had the right and the authority to destroy the Dalek species. He was a Time Lord, and thus had the right to do whatever he wanted. And specifically, he was a Time Lord borne from the more selfish, self-centered, and megalomaniacal version of the Doctor (from Ten not wanting to change his appearance to suit Rose to all things he's done such as Pompeii/Family of Blood etc).

Actually I blame Rose very squarely for the not-regeneration. She should've been bloody ashamed herself for insisting he not change, when she'd already seen him do it once, and liked the new one better!

I apologize to both you and your inbox for my mid-morning antics. :D

I can see blaming Rose for the Regeneration that wasn't, and to some extent I do, but Ten is over a 1000 years old. He clearly should know better by now than to jeopardize his health over the whims of the runaway blonde. I think he's just as vain as she was selfish; the ladies certainly did seem to rather enjoy that incarnation and I think he wanted to keep it that way.

He should have taken a page from Captain Jack and understood that the universe will still find him dishy whether he's a skinny streak of alien nothing or a bit floppy on the ear-front. ;-)

I agree Ten's pretty vain, but I suspect if Rose had kept quiet (or better yet, not been there!), he'd have gone ahead and regenerated without thinking about it...
