Never attribute to malice what could be simple error. I'm guessing whoever posted that notification bar forgot to not display it to already Paid members. After all, what purpose does it serve to ask those of us who are already Paid to upgrade beyond pissing us off. Do you really think that's what they had in mind?

Or they may have code that says "don't show this to Paid members" and that forgot entirely that Permanent members should be considered a subclass of Paid members.
