The foolish fool of a man behind the recent string of murders for the last few months has finally been apprehended and is currently in the `care` of the police. His name is Kazutaka Muraki and he is not to be trusted. However [and her tone hardens], due to the exact and defined laws of this place, he is to be released. And soon. While I would like nothing more than to see him rot behind bars for the rest of his pathetic life, it simply can not be done.
Fortunately, there is no reason to panic, citizens. The man has been completely stripped of his abnormal powers and will be under constant police surveillance. Without his `special abilities` and the element of surprise he has so relied on before, not even he will be foolish enough to try anything now. I do recommend that no one let their guard down around him though. Do not be a fool and invite an attack.
And along those lines, while I do not expect all civilians to embrace the murderer as a welcome member to our community, I will not hear of anyone attempting to take their own revenge out on him. Especially in his weakened state. Such a dishonorable act will not be ignored and the consequences will be severe.
