Today, after having FINALLY got some sleep (I <3 lunesta) I've decided that I must figure out how to arrange my room into something that isn't a mess.
This is complicated.
I've drawn up a to-scale graph of my room, including door clearances, window, and location of outlets (they stick out far enough from the wall so as to be a problem). I did it on paper but did a fairly accurate representation on the computer as well. The paper version has been very useful in figuring out if a configuration will work.
The outlets are the little black boxes on the walls, and the window is marked out on the left side. The closet is the upper left room, and my door is at the upper right.
This alone makes it fairly hard to arrange certain items due to their unusual shape or size.
My bed cannot be against the exterior wall due to condensation.
My bed cannot be against the right wall because then I'd hear everything in the living room even worse. I want my bed as far as possible from that wall.
The desk needs to be accessible on its left side.
The bookshelves should not be obstructed. Ideally I'd like to have the big shelf on the right wall.
The window should not have large objects in front of it.
*sigh* I wanted the other room. Evan took it because he says "I have a big queen sized bed." Now, if he'd had a lot of other stuff, then fair enough. But no, all he has in there is his bed, his computer, and... that is about it. He could have easily fit his stuff into this room. He has taken over the living room with the rest of his stuff, so he essentially has two rooms of the house all to him: the biggest bedroom and the living room. It kind of pisses me off.

Had I been able to put my bed against the right wall, I would have had many more options.

Well maybe there will be updates later if I figure something out.
Edit: A new arrangement in the cut. I don't know if it will work, and it is going to be a huge pain to rearrange, because the desk is falling apart.
