This sounds like a terribly difficult situation all around.
You're not a bad person for not loaning him the money or unfreezing the credit line. You're a realistic person. It also sounds as if your lawyer is giving you good advice. (In my opinion, all loans should be considered gifts. If you can't afford to give it, then you can't afford to loan it.)

I agree with Mahaliem. It is a difficult situation, but you are not a bad person for telling him no. Nor should you unfreeze the loan. That's just asking for trouble.
He does have resources available to him. Saying he's too proud to use them is bull. He's trying to make it your problem when it's not. He's an adult. I understand he's severely mentally ill, but that doesn't mean you need to go into financial debt.
