In PS CS. Uses selective colouring and curves.
1) Take your
original image and crop as required. Duplicate the layer, sharpen (Filter > Sharpen > Sharpen) and reduce the opacity as required. For this icon I used 63% opacity.
2) Duplicate the base, drag it to the top and set to Soft Light, opacity 18%.
3) Open
this texture by
tokyo.disparue.org as a new image. Rotate it clockwise 90 degrees (Image > Rotate Canvas > 90 CW) and resize to 100px in width. Drag it onto your icon, then use free transform to stretch it so that no black is visible. Set the layer to Darken, opacity 100%. It might just be me, but I think it draws attention to his mouth.
4) Duplicate your base again, drag it to the top and set to Screen, opacity 32%.
5) Paste this texture by
kiho_chan onto a new layer and set to Soft Light, opacity 38%.
6) Create a new layer and floodfill with #710B18. Set to Exclusion, opacity 25%.
7) Paste this gradient into a new layer and set it to Pin Light, opacity 26%.
8) Create a new Selective Colour Layer (Layer > New Adjustment Layer > Selective Colour) and set to:
Reds: -81, -16, +23, 0
Yellows: +33, +18, -44, 0
Neutrals: +3, 0, +5, 0
9) Add a gradient map (Layer > New Adjustment Layer > Gradient Map) using black and white and set it to Soft Light, opacity 86%.
10) Create a new Selective Colour Layer and set to:
Reds: +26, -8, -12, 0
Yellows: +29, 0, -12, -50
Neutrals: +34, +2, -6, -9
Set to opacity 48%.
11) Create a new Selective Colour Layer and set to:
Reds: -100, +17, +28, 0
Yellows: 0, +31, +35, 0
Neutrals: -11, 0, 0, 0
Set to opacity 26%.
12) Create a new Hue/Saturation Layer (Layer > New Adjustment Layer > Hue/Saturation) and set to:
Hue: 0
Saturation: +11
Lightness: 0
13) Create a new Curves Layer (Layer > New Adjustment Layer > Curves) and set to:
RGB: Input 48, Output 41
14) Create a new Brightness/Contrast Layer (Layer > New Adjustment Layer > Brightness/Contrast) and set to
Brightness: +4
Contrast: +8
15) Create a new Selective Colour Layer and set to:
Reds: 0, 0, +9, 0
Yellows: 0, 0, +23, -48
16) Paste this texture by ? into a new layer between the first selective colour layer and the gradient map. Set to screen, opacity 100%. Create a layer mask if desired (Layer > Add Layer Mask > Reveal All) I painted in black with a soft brush over his sunglasses and down towards his mouth.
17) Paste this texture by
pixelfun into a new layer with the coloured part up towards the top left corner. Change the hue of the layer (Image > Adjustments > Hue/Saturation) I changed mine by Hue -180. Set the layer to Lighten, opacity 100%. I added a layer mask because I didn't like the texture on his shirt.
18) Above the soft light base create a new layer and using a medium soft round paint brush paint a blotch on the layer. I used a purple colour which I set to Lighten, opacity 62%. I also added a new layer with a blue blotch on it that I set to lighten, opacity 100%.
19) Paste this texture by
vol4itca into a new layer below to exclusion layer, rotate/flip/transform/change the hue as desired. I think I changed the hue by something like -160. Set the layer to Screen, opacity 100%. I also added a layer mask to get the texture off his chin.
20) Now all that's left is to add text and we're done! I positioned mine behind the lightening texture.
