Well Cope did say that he found out that witches were real - but that the most powerful of them lived in a shack, and so he didn't see why they would do that. The cluviel dor as a legend would have been made out as something legendary, so it would have seemed different. Plus, the fact that it was so rare would lead him to think it's true.
Bad stuff would have happened. And it should be pretty clear that if will is the intent of the wish, that it would have been whatever he wanted most. You're right - things could have gone awry really badly. And you can use it on yourself - and if you love yourself rich, then that's what you'll be.
I'm sure that there's a thousand things she could have done with it. But it was always going to be something that's immediate - if she'd waited for Jason to have cancer, then she'd have to actually hold on (and manage to keep a hold on) the cluviel dor for many years. All while watching things she could have changed along the way.
And thank goodness the devil was a little late. :D
