I've heard of such things being done before (but not for a while, and I have never been involved myself), and I think it sounds a good idea, so I'd like to give it a go. It's not, strictly speaking, penpalling, but there we are

I am a fan of the second idea more so than the first because it would be nice to see what happened to that notebook after I got it.

The first idea = deco. People decorate a page or two & send it off. Using a notebook would = deco on steroids. The other idea would be great, for older people (that have no qualms about regularily sending packages. Good luck on getting it off the ground. :)
