Sasuke mastered this easily enough; but he trained himself to respond unconsciously and activate his eyes whenever he was around Orochimaru.
Most of his justification came from that he did consider Orochimaru a threat - no one else at Sound prompted the Sharingan outside of Sasuke's temper or a battle - but part of it derived from arrogance: let Orochimaru have a good, long look, because he would never get it.
