This is an AU reality that I modeled pretty close to the one the Djinn created. Except that it's a little further in years down the road, as evidenced by Sam's law degree and job in the FBI, and Carmen's lack of being there. And in my version John is still alive. For SV, this is set about the time that Clark came forward as Superman.
I'm assuming that Chloe discovered hunters in the process of persuing her paranormal interests. She's a little like Zatanna in that she dabbles in both worlds.

I feel so dense. I should have realized that Chloe would have gotten far enough to figure out about hunters and teh paranormal. I just figured she was gonna stop a regular mugging since that's one of those things Supes seems to handle in Metropolis too.

Chloe thought it might be paranormal (hence her caution to Dean to stay in the car), but she didn't suspect vampires. (After all, you have to decapitate the supernatural flavor of vamp. Who does that with a tire iron or baseball bat).

I thought about sending Zatanna or even John Constantine in to rescue Chloe. But since I was introducing the Supernatural world into the series, Walker seemed like a better choice.
