Whose baby is it anyway?

This (http://indianexpress.com/article/india/india-others/amartya-sen-threatens-to-quit-nalanda-univ-over-funds-queries/) reminded me of the Negroponte episode (http://www.frontline.in/static/html/fl2013/stories/20030704000908800.htm).

The jokes in the corridor used to be that Negroponte was lavishly spending tax-payers money on tour and travels which was to be used for bridging digital divide. Net result? The local digital divide stayed with great hole in exchequer's pocket with Negroponte going back to his happy place. Amartya seems very keen to repeat that feat. Spend as much as possible and when questioned, happily pack your bags and go back to the cozy cave. Weird... What's so wrong or insulting in becoming accountable to 100 million people?
