It's best to you have a clear, pure mind, but I think people should have freedom to choose what they drink, smoke or eat. :)

Sure, excluding all intoxicants/drugs (also cigarets etc.) . They are extremely dangerous, like guns and the like. I don't support prohibition of guns though - we should only adjust the tests and checks, make them rigorous, thorough.
