The riots happened in the alienage earlier--that's why you couldn't get in until just now. This is one of those things that the random townspeople talk about a lot, and that you'd have heard about if you tried to enter the alienage earlier?
Yes, there was chatter around Denerim about the riots, but nobody quite explained what exactly they were about (though maybe I was just not asking the right questions). Previous attempts to enter the Alienage did allude to them. I am hoping that the city elf origin will deal more directly with that so I can get the full story (and it seems like most of the origins are significantly more plot-related than the Dalish one, so I feel like my chances are good here).
