will someone explain to me why it is SNOWING in TEXAS?!?!

Because it does. There are quite a few parts of Texas (esp. the northern portions) at which the average elevation is somewhat greater than the foothills leading into the Cascades. Yeah, deserts and plains get hot, but they also get cold. There's quite a few places in Texas where seeing a foot of snow on the ground once a winter isn't horribly abnormal.
