Santa isn't the only one with a list, checking it twice. Only, Hatter's is primarily groceries, with the odd Christmas present thrown in. Unfortunately, this is stressing him out, and he's wired beyond belief.
You can find him:
A) Popping around random stores, looking confused and helpless, stealthily trying to ignore the help from the shopkeepers and generally being jumpy and irritated.
B) Helping himself to a bit too much 'eggnog', which is becoming less eggnog and more alcohol by the serving. It's really up to you how drunk he is.
