Pretty sure it's when your Pokémon reach a certain 'level'.

[He pauses at that.] Though yeah, there's stones as well. Though I'm pretty sure you can use a stone to stop them evolving too.

I guess they grow bigger in a lot of cases. In the game their stats increased, so they'd be stronger and have better defence and stuff.
