Hello! Awesome tutorial, it's fun to see how different our techniques are :P. As it is, there is only one point where I feel I can give some meaningful input: resizing. You... really shouldn't have to re-size multiple times just to get the result you want. Have you tried different compression types? Since I fail at clarity I made a chart instead. Behold!
Eh. Don't mind the subject, he's just some random experiment of mine with vaguely appropriate features (varying opacity, lines, weird expression...).
The various re-sizing options are accessed thru Image->Image Size ->(bottom of the window) -> Re-sample Image. For general iconing purposes I'd suggest Bicubic Sharper, but um.... results vary.
