Well, according to this, all Harper had to do was make a phone call to the Governor General to suspend Parliament.
This is ridiculous, and so very wrong. There is no justifiable reason for proroguing the government at this time. What this will allow the Conservatives to do, however, is run away from the Afghan detainee torture issue, and appoint a bunch more Conservatives to the Senate. Then, once the Olympics are over, Harper & co will most likely ride the coattails of any gold medals or national pride from the Olympics, pretending like they didn't just fart in the face of democracy and general decency.
If it's true that GG Michaëlle Jean granted Harper's request to prorogue, then I am really disappointed in her. I realize that it would be a big deal if she were to refuse, but by allowing them to prorogue she's pretty much demonstrating that there is no purpose in her position.
