Oh, I've had budgies who were great companion birds and very interested in people. It's just that they were birds who had started out as single birds.
Our current budgie flock consists of one rescue bird who we're pretty sure now suffered some permanent damage in his previous home, because his wires are kind of short-circuited and after years and years of working with him he can't seem to remember that hands aren't bird-eating monsters. Absolutely everything terrifies him, and he has to have another bird around to demonstrate what an appropriate response to a given situation is, because otherwise he'd panic himself into a heart attack at the sight of his toes. (No, really.)
So when his prior companion passed on, we took in my Dad's budgie, who had kind of been shut in his cage and ignored for a couple of years. He's been making very slow progress, and definitely likes talking to people, but sees very little need to come out of his cage ever and certainly won't hang out with us the way we were used to.
Really, the problem is not that the birds are budgies, the problem is that we've knowingly taken in two adult birds with issues. If we get a third, we'd like to get a baby, but like I said, we're afraid that the baby would learn bad habits from the adults.
