Teaching toddlers a second language

My son is still pre verbal (at 15mths) but is starting to quickly master sign (a new sign every other day at least, we don't really push it) and I'm wondering at what point did you start to introduce a second language to your child.  (And we're off to a speech pathologist in a few months if he still doesn't have verbal words - he has no inclination to use them at this point, but learns them quickly.)

I'm not fluent, but have a working knowledge of Indonesian (I'm in Western Australia) and would like my son to develop a second language, so it seems an obvious choice.  The sentence structure and syntax are somewhat different - much simpler in many ways to English.  All other people in his daily contact circle would speak English with him.

Ways to go about this? (Do I talk almost exclusively in Indonesian to him?) and should I wait until he masters some English words? is there a 'tipping point/milestone' that makes starting this obvious?
