I always find it amusing when people assume that a Higher Deity of Choice has to operate outside of the laws of physics in order to be provable. Why wouldn't Higher Deity of Choice operative within those laws?

I think the point Stenger is making is that people assert things about their god(s) that would be within our reach of testing/disproving, within our understanding of physics. They are making assertions that, if true, would produce something different than what we see in reality. But, instead of recognizing the error in their assertion, they simply dismiss the observations counter to their assertion. In essence, they deny reality.
