No, it's actually an unusually deafening playback of Cha-La Head-Cha-La, loud in a sort of way which could imply the person on this end doesn't know the appropriate volume for broadcasting and just jacked it up, much like how old folks tend to holler at their telephones.
After a while, the awful sound fades, and if your ears aren't ringing at this point, you'd hear a question (or you could...see it transcribed. Transcription is good):]
