I believe it was because he was the actual perpetrator of those crimes.

You think he killed that girl? [Fred thinks about Harmony, staying with the body for hours, hoping she had a family of some kind] Attacked Angela and...Illyria?

[The last is both the hardest to say and the one she is unexpectedly most protective of]

But you're not sure. Because if it wasn't him, and we know it wasn't Angel we've still got a very big problem on our hands.

[They could organize a meeting. Patrols of some kind. Anything to keep somebody else from getting hurt. There's too many things that don't feel right lately]
