[ You might not know this, but your Fleet Admiral refuses to work anywhere without a fully equipped bar.... Actually, there's no way you didn't know that. Even random strangers on the street could probably tell you that. Regardless, the bar at headquarters is one of the finest in the city. It has every kind of liquor imaginable, including a world-class selection of fine wines. ]
[ Since you have some time to kill before the meeting, this is as good of a place as any to hang out and wait. Toss back a couple of cold ones--you know the Fleet Admiral won't get mad at you for it. Or just, you know, chill out for a bit. Whatever. ]
[ Bars aren't your thing? Maybe you're more the quiet type: looking at scenery, meditating, all that zen stuff... No better place then the gardens in the back courtyard. They're the most magnificent in the city. The plants are all carefully cultivated, and the ponds are full of pristine water. ]
[ So take in the scenery, or see if any of your Navy friends are hanging around. ]

[Crouching by the flowers, taking in the scent of them, Tamaki looked regal in his full uniform. Remembering days gone by with a childhood sweetheart who had tended a garden with him - just the daughter of one of the servants, but remarkably cute for a commoner.
Yet where was she now? Alas... how time made fools of them all.]
[ Well, it's about that time already. The big meeting. Don't be nervous, though, you've been to a million of these things. You're an Admiral, don't forget. ]
[Make your way through the impressive lobby and through a long hallway, and you'll reach the grand meeting room. Your Fleet Admiral, Tony Stark, is already there, waiting. Make your way to your seat, man. ]
I'm glad to see you could all make it. [ Tony nods to his men, the Admirals. ] We only get together like this once or twice a year. We need to make it count.
[ He looks solemn and serious for a minute, but then he leans back in his seat and kicks his feet up on the table. Well, there goes that serious feel, right out the window. ]
So really, don't be afraid to call for some sake or beer. No reason to keep things all stiff and formal between us, right?
[ This must be the part of the meeting where everybody chills out for a minute. Sure, everybody might put on their serious business faces when dealing with the underlings, but it's only the higher-ups in here. And at the very least Tony doesn't seem keen on keeping up that high and mighty air. ]

[ And just like that, the meeting's wrapped up. ]
[ So go do what you have to do. Get supplies, go pick up some men (not like that), or head out to inspect the ships. Most of you have some sailing to do, and all of you are going to need to be prepared for your tasks. ]
[ And maybe hit up your fellow Admirals for some last words. You know, encouragement, all of that jazz. ]
Requests! Since I'm going to the Walled City with Tamaki, and you know how they've got lots of things there. Don't worry, I'll get alcohol for you too so you don't need to write it down.

A very big exception for him.
She is standing in front of the bar contemplating what to try...something sweet...]

Here's a guy in a crisp, professional-looking suit walking over. He looks over at Stocking as he takes a seat at the bar. ]
Hey there. Want me to treat you to a drink?

Of course, she still has manners and bows to him in respect.]
Sir. I am not sure what I want to drink.
