HORN: In 1941 the American Secretary of War Mr. Stimson and the Secretary of the Navy Mr. Knox, as well as Secretary of State Mr. Hull, repeatedly advocated in public the use of the United States fleet to safeguard English transports of war material to Great Britain. On 12 July 1941, Secretary of the Navy Knox informed the representatives of the press of Roosevelt's order to shoot at German ships. How did Hiller and you react to these actions, which were contrary to neutrality?

Hitler did subsequently issue an express order that we were in no circumstances to open fire of our own accord, but only in self-defense.
